Effective From Date Coming From Clrpc Data Should Never Be Earlier Than VDATE (Doc ID 3028958.1)

Symptoms

The W_RTL_INVADJ_IT_LC_DY_F_JOB failed in Beall's on May 23 2024. Dev team investigated, and found that when the Pricing CS data was reviewed for this issue, the root cause is the CLRPC export files are allowing old dates due to inheritance (MFCS auto-ranges the item/loc and that causes it to inherit an old clearance that is already active on the item/zone). Ideally the CLRPC files should never contain past dates, but because that file is so old we expect the Pricing CS team will not agree to make any change and RDE will have to handle it.

Basically the effective from dt coming from CLRPC data should never be earlier than vdate, as it causes issues in multiple other RI facts (receipts, adjustments) and it also makes the data incorrect for LPO which expects the clearances to post for today forwards on W_RTL_PRICE_CLR_IT_LC_D
