Symptoms
Unable to load Invoice approval rules again after upgrade to 23D and 24A due to below error:
The workflow rules couldn't be created for process 3,922,981. Check the log for more information. (FUN-720475) Details: Rules aren't created in BPM because the SOA server is down or unresponsive, CMDS API failed, the composite isn't accessible, no task or rule file exists, or the composite is inactive. Action: Refer to the ESS process log files to debug the issue."
Steps:
1. Download the spreadsheet template -> go to the first sheet: 'Instructions' -> click on "Update Spreadsheet” utility. Or, download the latest template from BPM and use it.
2. Create the rule spreadsheet.
3. Upload the Spreadsheet.
