Unable to Download a Price Event in French Language

Symptoms
When RPCS is set to run in a language that is not English and user wants to download a price event he searched for, the file downloaded is not in the same language the user is currently using.
Steps to reproduce:
--------------------------
1. Open RPCS and set the primary language to FR
2. Navigate in RPCS and confirm all menus and templates available are in FR.
3. Create a price event for future and approve it
4. Close all screens and open the search screen for the price event just created
5. Once price event is listed, download it using the download button
6. Open the file and confirm it is note in FR language but in EN
