Symptoms

When a user is attempting to start a chat they receive the following message

ERROR
-----------------------
"Your query is very important to us, our agents are busy, we will assist you in a moment."


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Initiate a chat.
2. A message is received ' "Your query is very important to us, our agents are busy, we will assist you in a moment.'
3. However an agent is not found to connect the chat too
