Symptoms

 Quick Submit NIR (New Item Request) Item is not opening NIR when the NIR Type has auto-promotion set from Open to Definition state.

In addition, NIR (New Item Request) created using this quick submit is not getting promoted to the Definition state automatically. it gets promoted only on manually promoting it to the Definition state.
