ACTUAL BEHAVIOR

When creating a custom replenishment template using Min/Max repl method, a processing error is displayed that requires Allow Opt Ind to be set to Y, but system option ALLOW_OPTIMIZE_FOR_MIN_MAX = N. This error is also being displayed inconsistently.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Select the base template "Replenishment" from the Data Loading Template Configuration task window.
2. "Create Rule from Existing."
3. In the "Columns" section, include the columns listed in the attachment "Template Tests for Oracle".
4. Save and close the template.
5. Download the Blank template created in step 4.
6. Input values for the template, selecting N for "optimize" and save.
7. Upload template using "Upload Replenishment Attributes from File" option.
8. Note errors when processing is complete.
Service Level - Error - A service level must be provided when replenishment is set to optimize item/locations. SERVICE_LEVEL
Optimize - Error - Allow Optimize Option for Min / Max Method system option must be enabled in order to mark replenishment attributes for optimization. OPTIMIZE_IND
