Error "Something wrong with file" When Uploading a New Map Layer

Symptoms
On : 24.A.06 version, Configuration
When trying to add a new Map Layer a generic error is displayed.
ERROR

"Something wrong with file"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Configuration > Business Rules
2. Under Map Layers click "Add New"
3. Type a name in English, Label, select "Active" and select the shape file and type shpefile SRID
4. Click Add
5. Scroll to the bottom of "Business Rules" screen and click "Save"
6. Check section "Map Layers" again and see error.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot upload new Map Layers to the environment that will assist users when using the Maps.
