Fusion Global HR: Unable to Rehire an Employee Due to Error on HWF definition

Symptoms
When attempting to rehire an employee, the following error occurs.
ERROR
The HWF is assigned to an invalid user.
In the HWF definition, verify that the user is correctly specified in the routing slip.
STEPS
1) Person management > Search for employee > Click on Actions > Personal and Employment > Create Work Relationship (classic page)
2) For action select Rehire and for Reason select Reason and enter the rest of the details.
3) Do not need to enter any salary details
4) Then hit “Submit” to submit the rehire
