Quick complete option disabled for work orders in Review Maintenance Dispatch List UI

EXPECTED BEHAVIOR

Quick complete option should not disabled for work orders in Review Maintenance Dispatch List UI

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigated to Manage maintenance work area
2. Click on Tasks>Manage Review dispatch list
3. searched for the Work order which is required to perform transaction with quick complete but option is disable
