ACTUAL BEHAVIOR
---------------
New stage is not getting updated in the approval Flow While adding new stage in approval rule flow.

EXPECTED BEHAVIOR
-----------------------
Approval flow should reflect new stage added per bpm setup.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add a new stage in existing approval rule with always true case i.e. 1 is 1
2. Observe that the new stage is not reflected in the flow while submitting contract.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot design and develop business approval rules in BPM and this is becoming a show stopper for the customer.
