Extract Or Replicat Do Not Start On Windows Platform (Doc ID 3034588.1)

Symptoms

Extract or Replicat do not start via ggsci.exe on Windows Platform.
After executing "start extract" or "start replicat" command, those commands do not return error messages, but terminals for Extract/Replicat immediately disappear.
Report files for Extract/Replicat are not generated, and error messages are not written in ggserr.log.
