BIP Parameter not reflecting Default Values when LOV has less than 1000 values (Doc ID 3034726.1)

Default values selection for parameter in BI Publisher is not reflecting when the LOV has less than 1000 values.

Steps to reproduce:

1. Create 2 Menu Parameters based on 2 LOVs.

p_From brings less than 1000 values

p_To brings more than 1000 values

2. Set Default Value as 'HelloWorld!' for both parameters

3. When reviewing the data, the p_From Parameter will not bring the Default Selection, as the p_To parameter.
