Symptoms

Cannot update PRICING CONTROL when a PO is approved

ERROR
-----------------------
Create an ownership change to update the pricing control is not working when there is a PO associated with this item/loc.
The ownership change doesn't include any other change (OWNERSHIP_CHANGE_TYPE = 'OC6') except the pricing control.

Steps to Reproduce:
-------------------
The issue can be reproduced at will with the following steps:
1. Create two consignment items A and B
2. Create an order for an item A and approve the order
3. Create an ownership change for item B which is not in an order with OWNERSHIP_CHANGE_TYPE = 'OC6', which means 'Update Pricing Control' and approve the ownership change.
4. Create an ownership change for item A which is in an approved order with OWNERSHIP_CHANGE_TYPE = 'OC6', which means 'Update Pricing Control' and try to approve the ownership change.

Approval errors:
There are approved and not closed purchase orders for this item/supplier/country/location combination.

BUSINESS IMPACT

The issue has the following business impact:
Du to this issue, ownership change type OC6 (Update Pricing Control) for an item in an approved order is not possible.
