ACTUAL BEHAVIOR

Activities with the same Bundling key are being assigned to different resources by routing even with the configuration to assign them all to the same resource.

EXPECTED BEHAVIOR
-----------------------
Activities with the same Bundling key should be assigned to the same resource or returned back to the bucket.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Configure a Bundling rule.
1. Have several activities with the same Bundling rule key.
3. Configure a routing plan which can assign the activities and with Bundling policy in the filter as "All or None".
4 After running the routing plan, each activity is assigned to different mobile workers.
