Date Picker not working correctly with Chinese translation (Doc ID 3036824.1)

Symptoms

On VBCS 24.04, application has been created it uses the different language in that page. 

It has the format (DD-MMM-YYYY) to display date in date picker.
When we doing Chinese translation data is loading correct, but when we select date in date picker it is not displaying in the format (DD-MMM-YYYY) instead it displays like DD-M-YYYY
