Symptoms
Wrong date format when downloading a price event on a french session.
Steps to reproduce:

1. Connect to RPCS.
2. Set the session to french.
3. Search for an existing price event.
4. Download that price event.
5. Confirm the date is not in a french format.
6. Change the description of the price event, set action to update and upload the same file.
7. Confirm the file processing fail due to wrong date format.
