Symptoms
RPCS - Base Template displayed and downloaded in English on a French Session.
Steps to reproduce:
-------------------------
1. Login RPCS.
2. Set the session to French.
3. Open the download blank template screen and confirm the language of template names is English.
4. Download a blank template of a base template.
5. Confirm the labels inside are all in English.
6. Search for an existing price event.
7. Download it using a base template.
8. Confirm the all labels inside are in englsih.
