SOCS: Shipment Creation Date In SIOCS Is Incorrect

Symptoms
The shipment created in RIB EXT on day T, but in SIOCS (TSF_DELV and TSF_DELV_CARTON) shows creation date T-1.
Steps to Reproduce:
-------------------
1. Create Transfer MFCS on 2024-05-07 , transfer flows to SIOCS.
2. Create shipment from WMS (emulated via RIB-EXT) for the transfer where:
<shipment_date>2024-05-07T15:28:01
<est_arr_date>2024-05-07T15:28:01
3. Observe in the TSF_DELV and TSF_DELV_CARTON , column CREATE_DATE gets populated with 06/05/2024 (T-1), instead expected 2024-05-07 (T).
