Manually adding fees - Fee Item search gets stuck in the search process and they can't add the next fee on the list. It's something to do with the retrieval of the department associated with the fee item.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Make sure all your fee items have Departments defined on them.
2. Open a permit and go to the Fees tab.
3. Click Add/+ button.
4. Search for a fee by its code and select it from the results.
5. Enter an amount, check to see if the Department populated and click Save.
6. Repeat steps 4 and 5 until you get to a fee where the Department doesn't populate.
7. Continue trying steps 4 and 5, but find that the fee you were on when the Department didn't populate is now stuck in the search results even though it's not in the search criteria.

Work around is to clear the fee.

Work around is go to search to another page , come back and now it cleared.
