ACTUAL BEHAVIOR

Object Workflow in Organizations does not run.
There is a Object Workflow for Organizations any time a record is updated, the runtime messages are enabled and they trigger with a simple return true but the email didn't arrive
EXPECTED BEHAVIOR

A notification email should arrive when the object workflow is triggered
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in the Application
2. Navigate to Organizations Object
3. Execute any update
4. The run time messages display that the object workflow triggers but there is no email received.
FUNCTIONAL IMPACT

The issue has the following functional impact:
Due to this issue, users cannot Use the object workflow functionality as expected.
