ACTUAL BEHAVIOR

issue with Address section on the redwood page for Hire an Employee.
Since 24C it has been periodically prompting some users with a loaded cache to enter an address validated against a prepopulated list.
Manage Geographies is not active so there's no address list to validate against, and this search did not appear before 24C.

The issue can be reproduced at will with the following steps:
My Client Groups > Hire an Employee > sometimes the Address region is prompting users to enter an address against a prepopulated list.
