Symptoms

On : 11.13.24.04.0 version, Base Pay (Salary)

When attempting to salary change transaction,
the following error occurs.

ERROR

The request operation failed with the business rules defined for ChangeSalaryApprovalRules.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit Salary Change transaction > error pops up

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot change the salary of this employee
