Symptoms
DcsOrderApprove message is failed with following error:
Caused by: oracle.retail.sim.common.core.SimServerException: Attempt to create duplicate purchase order! PurchaseOrderId: 3468302, StoreId: 15059
createPurchaseOrder indicator is false and hence, Error doesn't seem to be valid as message is not attempting to create purchase order.

Purchase order already exists in SIOCS.
Steps to Reproduce:
-------------------
1) Create PO in MFCS
2) See the purchase order in SIOCS , status 1, external status 3
3) Move PO to worksheet in MFCS
3) see PO in SIOCS Status 3 , external status 1
4) Reinstate order in MFCS
5) This is erred out in SIOCS
