Error "Connection error. Please try again later." When Trying To Upload Plug-in (Doc ID 3049245.1)

Goal

Why am I getting an error when trying to upload a recently zipped plugin file ? Steps to reproduce:

1. Fill in general information.
2. Add zip file for Plug-In Archive.
3. Fill in for Available Properties.
4. Click "Add"
5. Get the error: "Connection error. Please try again later."
