Uploading .dtx customization files w/o Primary Key values breaks that DB table and is unrecoverable

Unable to upload data to issue table
STEPS
-----------------------
1. Xadmin>System Management>System Manager>Customizations. Upload New . Select the upload with known good data. This file will process fine and not encounter an error.
2. Upload New customization again but with missing the primary keys. This file will encounter an error on upload in the UI. And when checking the log files a java.sql.SQLSyntaxErrorException: ORA-00936: missing expression will be present.
3. Any subsequent attempts to upload the known good file to resolve the issue fail. With a "The upload completed, but no supported customizations were found."
