Symptoms

In OAC DV, Tile visualizations are stuck in the top row and won't go to the center or bottom.

For example:

1. Open and Workbook
2. Notice a Tile View layout shows center top.
3. Goto 'Properties' of this Tile view.
4. Change LAYOUT to Bottom Center (it doesn't move)
