ACTUAL BEHAVIOR

Long running batch -SA_CREATE_RTLOG_JOB

EXPECTED BEHAVIOR
-----------------------
 SA_CREATE_RTLOG_JOB job should not be running long.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run the SA_CREATE_RTLOG_JOB from the POM job scheduler
2. Check the Latency.


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users was getting delayed in creating the SA_CREATE_RTLOG_JOB.
