Fusion US payroll : 24C: Wrong Tax Reporting Unit (TRU) Defaulting On To The Person Calculation Card (Doc ID 3051203.1)

Symptoms

When hire a new employee , rehire, or just simply transfer the employee, the association section either created wrong or not created at all.  Tax Reporting Unit (TRU) defaulting  on to the Person Calculation Card is wrong. 

There are 2 scenarios for this problem.

Scenario 1: One LE with Two or More Employee TRU and Default Association is getting created.

Business has One LE and have Two or More Employee TRU. Ideally in this case Default Association should not get created however it is getting created and TRU being stamped is incorrect.

Expected Behaviour : Default Association should not get created as there are Two or more TRUs are of Employee Type and Customer need to create Association manually.

Scenario 2: One LE with Only One TRU And Default Association is not getting created

Business has One LE with Only Employee/Retiree TRU.  Ideally in this case Default Association should get created while hiring Employee/Retiree respectively however it is not getting created. 
Expected Behaviour : Default Association should get created against Employee/Retiree as there is only one TRU for the LE.
