Symptoms
When attempting to perform an employee Transfer
the following error occurs in the transaction post approval:
JBO-29000: Unexpected exception caught: oracle.jbo.JboException, msg=JBO-29000: Unexpected exception caught: oracle.jbo.JboException,
msg=JBO-29000: Unexpected exception caught: oracle.jbo.TxnValException, msg=JBO-27023: Failed to validate all rows in a transaction.
Error from Fault Payload as below:
ServiceErrorMessage">Salary Basis cannot be changed. Please select correct salary basis to continue.
Failed to validate a row with key oracle.jbo.Key[300004552121268 ] in SalaryEOSalary Basis cannot be changed. Please select correct salary basis to continue.
msg=JBO-29000: Unexpected exception caught: oracle.jbo.TxnValException, msg=JBO-27023: Failed to validate all rows in a transaction.

The issue can be reproduced at will with the following steps:
1. (N) My Client Groups ->Perform an Employee transfer -> Submit for approval.
2. Approver will approve.
3. Post approval transaction is going into error.
