Symptoms

1. Issue: Work Relationship Type field missing in When and Why section from Convert Pending Worker Redwood UI.
Same field is Not available in VBS to be enabled for Convert Pending Worker.

2. Issue: Cannot enable Proposed Worker Type field in When and Why section from Convert Pending Worker Redwood UI.
The field is made visible in VBS but it is not reflecting in VBS preview or in Redwood UI.
