FA:SCM:MFG:24D: Create Work Order Rest API Service Not Working for Few Cases After 24D Upgrade When Used with DFFs (Doc ID 3059471.1)

Symptoms

Create Work Order Rest API won’t work if Work Order Header DFF section is placed in middle of the payload. It works fine if the DFF section is placed at the end of the payload.

It fails to create the non-standard, rework and transform work orders if
      1. The Work Order DFF section is placed above the work order operation section
      2. If the first and last work order operations are not count point operations
      3. If the last operation is re-sequence enabled

Error:
You must enter at least 1 operation for a work order that's in Released status. (WIE-4425051)

Note:
This will affect the customers creating the DFFs for work orders of type non-standard, rework and transform via Work Order Rest API. This will not affect the customers creating the DFFs for work orders of type standard and process.
