Updating Location of a Non-Orderable and Non-Inventoried Item That Does Not Have a Supplier Throws "Invalid input parameter I_SUPPLIER, passed as NULL, expected NOT NULL." (Doc ID 3059660.1)

Symptoms

On: MFCS/RMS 24.1.301.0 version, Merch - Items, Production Environment

The users have approved non-orderable and non-inventoried items that do not have a supplier associate with them. The item is ranged to some locations. When you try to update the status of the location, you get an error.

If MFCS lets you create and approve items with no supplier, then it should also allow to update item.

The users have tried to update the same item location using the MFCS screen, RICS and Swagger payloads and they all have failed with similar error message.

Steps to Reproduce
-----------------------
1. Create a brand new item which is non-orderable and non-inventoried.
2. Do not add a supplier when adding the item
3. Range the item to a location.
4. Submit and Approve the item.
5. Edit the item that was created.
6. Navigate to the ITEM_LOC screen and edit and try to change the status of the ITEM_LOC.
