Error Trying to Log Into Hyperion Planning: "Application is in maintenance mode. New logins are not allowed" (Doc ID 737162.1)

Symptoms

After creating two new users in Hyperion Shared Services and provisioning these users for your Planning application, they receive the following error when they attempt to login to Hyperion Planning:
 
Application is in maintenance mode. New logins are not allowed.

Existing user accounts are still able to login and use the Planning application.
