How to Configure NTP or Windows Time for Oracle Clusterware (Doc ID 1056693.1)

Symptoms

Grid Infrastructure cluvfy reports error:

$GRID_HOME/bin/cluvfy comp clocksync -n all
..
Checking daemon liveness...
Liveness check passed for "xntpd"
PRVF-5436 : The NTP daemon running on one or more nodes lacks the slewing option "slewalways yes"
Clock synchronization check using Network Time Protocol(NTP) failed
PRVF-9652 : Cluster Time Synchronization Services check failed



Or INS-20802 reported after clusterware installation/upgrade while running Oracle Cluster Verification Utility(cluvfy or CVU) post check, installation logs located in $ORACLE_BASE/oraInventory/logs/installActions{$TIMESTAMP}.log shows similar entries like following:

INFO: Checking daemon liveness...
INFO: Liveness check passed for "xntpd"
INFO: PRVF-5436 : The NTP daemon running on one or more nodes lacks the slewing option "slewalways yes"
INFO: Clock synchronization check using Network Time Protocol(NTP) failed
INFO: PRVF-9652 : Cluster Time Synchronization Services check failed
INFO: Post-check for cluster services setup was unsuccessful on all the nodes.


Here's an example from an installActions.log file from a Windows environment following Grid Infrastructure 11.2.0.1 installation where it failed on the cluvfy post check:

INFO: CTSS is in Observer state. Switching over to clock synchronization checks using NTP
INFO: INFO: INFO: Checking daemon liveness...
INFO: Liveness check failed for "W32Time"
INFO: Check failed on nodes:
INFO: <HOSTNAME1>,<HOSTNAME2>
INFO: PRVF-9691 : Clock Synchronization check without Oracle Cluster Time Synchronization Service (CTSS) is not supported on this platform
INFO: INFO: INFO: PRVF-9652 : Cluster Time Synchronization Services check failed


Here's an example from an installActions.log file from a Windows environment where Grid Infrastructure upgrade from 11.2.0.1 to 11.2.0.2 failed on the cluvfy post check:

INFO: CTSS is in Observer state. Switching over to clock synchronization checks using NTP
INFO: INFO: INFO: Starting Clock synchronization checks using Network Time Protocol(NTP)...
INFO: INFO: Checking daemon liveness...
INFO: Liveness check failed for "W32Time"
INFO: Check failed on nodes:
INFO: <HOSTNAME1>,<HOSTNAME2>
INFO: Clock synchronization check using Network Time Protocol(NTP) failed
INFO: INFO: INFO: PRVF-9652 : Cluster Time Synchronization Services check failed
