Full Database Export Fails With Errors ORA-1031 EXP-83 On Resource Manager Objects (Doc ID 105955.1)

Symptoms

Full database export performed by a non-SYS/SYSTEM user when connected as a user with EXP_FULL_DATABASE role generates the following errors:
