Symptoms
Apply processing with parallelism > 1 is impacted by the constraints defined
between parent and child tables.
Foreign key constraints defined on destination database can cause Parallel Apply Servers to go in
"waiting for dependency" state resulting in increased APPLY latency.
When foreign keys on the destination database are removed, all apply servers work normally.
