Symptoms

After upgrade from 9.2.0.8 to 11.2.0.1 "ORA-01882:  timezone region not found" error occurs when attempting to select fields with time zone data from dba_scheduler_jobs. 

The problem does not reproduce on a new 11.2.0.1 database created under the same Oracle install.

Changes

Recently upgraded to 11.2 from 9.2.0.8.
