Symptoms
During Database Instance Startup you receive the following errors:
ORA-01078: failure in processing system parameters
ORA-00119: invalid specification for system parameter LOCAL_LISTENER
ORA-00132: syntax error or unresolved network name '<alias>'
And/or, when trying to make connections over SQL*Net, you receive the following error:
ORA-12154: TNS:could not resolve the connect identifier specified
ORA-12514: TNS:listener could not resolve SERVICE_NAME given in connect descriptor
