Scheduler Jobs and Automated Maintenance Tasks do not Work When job_queue_processes changed to 0 (Doc ID 1196298.1)

Symptoms

In version 11.2 scheduler jobs managed by DBMS_SCHEDULER and automated maintenance tasks (known as Autotask) do not work after job_queue_processes has been changed to 0.
This is the case for timed scheduler jobs using the repeat_interval parameter, and scheduler jobs which only run once or manually.
