Apply Worker Process ends With Error Ora-24010

Symptoms
The apply server worker process is crashing with error ORA-24010.
The problem persists even if apply is restarted or database is restarted.
In the alert.log file the error is shown as follows:

Streams Apply Reader started P004 with pid=26 OS id=13752
Streams Apply Server started P005 with pid=27 OS id=13754
Fri Sep 10 11:07:08 2010
Errors in file
/home/oracle/app/oracle/admin/<db_name>/bdump/<db_name>_p005_13754.trc:
ORA-24010: QUEUE STRMADMIN. does not exist
Streams Apply Server P005 pid=27 OS id=13754 stopped
Changes
Before this error there were some problems related to capture and/or propagation that could cause queue spill for the apply process queue.
