ORA-01031 Issued Always at First Connection Attempt (Doc ID 1279133.1)

Symptoms

A first connection attempt, if using NTS authentication fails with ORA-01031.
The second connection attempt is always successful.

The sqlnet trace file for the server shows the following failure to get the username:

Typically, such an error (failure to retrieve the username) would be followed by an ORA-12638 (Credential retreival failed), but in this situation, strangely, the ORA-01031 is shown.
