Symptoms
RAC is well installed, but when attempting to start CRS resources by crs_start all the following errors occur:
CRS-1002: Resource 'ora.host1.ons' is already running on member 'host1'
CRS-1002: Resource 'ora.host2.ons' is already running on member 'host2'
Attempting to start `ora.host1.gsd` on member `host1`
Attempting to start `ora.host2.gsd` on member `host2`
Start of `ora.host1.gsd` on member `host1` succeeded.
Start of `ora.host2.gsd` on member `host2` succeeded.
CRS-0223 Resource 'ora.host1.ons' has placement error
Here 'host1' and 'host2' are RAC node names.
crs_stat shows ons is 'ONLINE'.
