Remote Clients Receive ORA-12160 or ORA-12561 Errors Connecting To 11GR2 RAC Via SCAN Listeners

You see either of the following errors reported while trying to connect to RAC database using SCAN name from remote client machines. But able to connect via the very same SCAN Listeners directly from the RAC servers or on the local LAN as the RAC Servers as well as from the remote clients if referencing the local or physical TNS Listeners running on the VIP addresses.
ORA-12160: TNS:internal error: Bad error number
ORA-12561: TNS:unknown error
No known changes, but problem only affects or is reported by "remote" clients when trying to use the SCAN Addresses.
