Oracle Data Provider Wizard For Creating An OracleDataAdapter Not Appearing in Visual Studio 2010

Symptoms
Using Visual Studio 2010, Oracle Developer Tools for .NET 11.2.0.1.2, and Oracle Data Provider for .NET 11.2.0.1.2 I create a brand new project that targets the .NET 2.0 Framework. I add a component to my project. I drag an OracleDataAdapter onto my component and no wizard pops up to configure my data adapter. If I right click the data adapter there is no "Configure..." menu option like there has been in the past. I can still add table adapters to a dataset and get the wizard but I've had no success adding OracleDataAdapters to a component.

Upgrade to Visual Studio .NET 2010 with .NET 4 Framework and upgrade to 11.2.0.1.2 Oracle Data Provider for .NET.
