SQL Statement Using Oracle.DataAccess Changes Explain Plan (Doc ID 1322807.1)

Symptoms

A SQL statement is changing the explain plan using Oracle Data Provider for .NET. When running a select query through Oracle Sql Developer, it completes in 4 seconds. The same select statement using Oracle Data Provider for .NET takes 20 hours to complete and appears to hang.

i.e. we observe slow performance with ODP.NET driver compared to SQLPLUS or SQLDeveloper
