ORAMTS11.dll is Wrong Size in 11.2.0.2 Patch 7 (Doc ID 1339724.1)

Symptoms

The Oracle Services for MTS (Microsoft Transaction Server) may not run correctly and may experience errors if it has been patched with database / client Windows bundle patch 11.2.0.2 Patch 7. The patch number for 32-bit or 64-bit are as follows:

Patch 12429530 for Microsoft Windows 32-bit
Patch 12429531 for Microsoft Windows x64 (64-bit)

The size of the dll can be checked in the [ORACLE_HOME]\bin directory. One way to find if you are running into this problem is that the oramts11.dll is only 10 KB for 32-bit and 11 KB for 64-bit.

Installed the database / client Windows Bundle patch - 11.2.0.2 Patch 7 which is:

Patch 12429530 for Microsoft Windows 32-bit
Patch 12429531 for Microsoft Windows x64 (64-bit)
