Ora-24247: Network Access Denied By Access Control List (Acl) Using localhost as SMTP Server Name (Doc ID 1348855.1)

Symptoms

After upgrading the database from 10.2.0.3 to 11.2.0.2, sending email using the UTL_SMTP packages are giving error: ORA-24247: network access denied by access control list (ACL) while using SMTP_HOST as localhost.

The same code is working fine if using SMTP_HOST as a physical name such as mail.test.com.
