Symptoms

Datapump Import (IMPDP) may error with ORA-39083/ORA-1975 / ORA-904 during import
of materialized view logs.

Example:
ORA-39083: Object type MATERIALIZED_VIEW_LOG failed to create with error:
ORA-01975: Illegal character in change number ,
Failing sql is:

CREATE MATERIALIZED VIEW LOG ON ....
