No Data Returned to Query in PL/SQL When CURSOR_SHARING=SIMILAR/FORCE After Upgrade to 11.2.0.2 (Doc ID 1378424.1)

Symptoms

When executing a stored procedure that tries to insert a row of data which is selected from the local database, but inserted into the remote Oracle Database, results in 0 rows inserted and no errors. The insert statement can be executed outside of Pl/SQL and insert 1 row of data into the remote table. During examination of the database trace it shows bind variables added to the sql, even though there are no bind variables in their sql. Cursor_Sharing set to similar on the local Oracle Database.

Changes

Upgrade the Oracle Database from version 10.2.0.4 to version 11.2.0.2.
