Symptoms

You are seeing the following errors in the alertlog:

Unable to restore resource manager plan to '':
ORA-02097: parameter cannot be modified because specified value is invalid
ORA-00600: internal error code, arguments: [ksktopplmod1], [], [], [], [], [], [], [], [], [], [], []

And in some cases, these errors have lead to the instance crashing.
